The four-year framework is Pagabo’s largest infrastructure procurement offering to date and has been created to support public sector organisations and other clients in procuring a wide range of civil engineering, infrastructure and enabling works projects across the UK.
A total of 111 suppliers have been appointed across 13 lots covering areas including highways, rail, water and environmental works, energy, aviation, defence, demolition, remediation, groundworks and wider enabling works.
The framework will be available to organisations across sectors including central and local government, the NHS, blue light services, housing and education, providing access to contractors with proven experience in delivering complex infrastructure projects.
Luddon Construction’s appointment reflects the company’s extensive experience in civil engineering and infrastructure delivery, as well as its continued focus on quality, safety, collaboration and value for clients.
The framework has been designed to support compliant and transparent procurement while encouraging competition, social value and opportunities for suppliers of different sizes across the UK.
David Llewellyn, Construction and Infrastructure Director at Pagabo, said:
“The launch of the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 marks an important step in providing public sector organisations with access to a broad range of specialist expertise and delivery capability.”
He added that appointed suppliers had demonstrated their ability to collaboratively deliver high-quality civil engineering, infrastructure and enabling works projects across the UK.
Luddon Construction looks forward to working with Pagabo, its partners and clients over the next four years to support the delivery of important infrastructure projects and create long-term value for the communities they serve.
